Florida, Scott participated in dual enrollment at Daytona Beach
Community College, allowing him to begin college-level studies while
simultaneously completing his secondary education. He graduated from
high school early while pursuing coursework that included medical and
health-related studies.

During this period, Scott was accepted into formal emergency
medical training, completed the required academic and practical
instruction, and subsequently obtained state certification after
successfully completing the applicable examination requirements.
These early experiences provided a foundation in emergency response,
patient care, public safety, and decision-making under demanding
conditions.

Public Safety, Emergency Response &
Leadership

Scott's public-service career also began at an early age. At 16,
he began working with Volusia County Beach Patrol, gaining direct
experience in public safety and emergency-response operations. By 18,
he had advanced into a supervisory role, assuming leadership
responsibilities at an age when he was simultaneously continuing his
education.

As he progressed professionally, Scott was presented with
opportunities for continued advancement in public service, including
an opportunity with the Volusia County Sheriff's Office, with
educational support available for further training. He elected to
remain with Beach Patrol while pursuing formal law-enforcement
education in Daytona Beach. He subsequently completed the required
law-enforcement education and training and obtained the applicable
state professional certification/licensure.

These early experiences in medicine, emergency response, public
safety, leadership, and formal professional education preceded what
would become an extensive academic career in scientific and
health-related disciplines.

Doctoral Research: Applied Science & Global
Health

Scott later earned a Doctor of Philosophy (PhD) in Applied Science
from the University of Hertfordshire in the United Kingdom, awarded
on September 12, 2017. His doctoral program emphasized advanced
research, scientific literature review, critical analysis,
independent investigation, and applied scientific research. His
University of Hertfordshire academic record documents progressive
doctoral research and literature-review work across the program,
culminating in the award of the Doctor of Philosophy in Applied
Science.

Scott subsequently earned a second doctorate — the Doctor of
Health Science (DHSc), with a concentration in Global Health — from
Nova Southeastern University, awarded on June 25, 2018. His DHSc
education encompassed a broad interdisciplinary curriculum that
included global epidemiology, evidence-based medical practice, health
